"With reference to this subject I beg to submit, that in consideration the Foremen already appointed being able to assist in the erection of the Machinery it will not be necessary to send any additional Mechanics, at present to Hong Kong, excepting a Fitter (who is also a turner), and a good Blacksmith.
I beg to request authority to select these persons, on similar terms to those given to the Mechanics already engaged.
The Plumber alluded to in a letter dated 31st October 1864 was countermanded and I do not contemplate sending one.
It will be of the greatest importance that trustworthy persons should be appointed in the capacity of Gate Keeper and night watchman, in addition to the ordinary police and Military guard. I would therefore suggest that it might be advisable to select three men from the corps of Commissionaires.
